City to charge for working off duty.

Vernon Brown and Monroe Gray will introduce a proposal at the Monday city council a proposal to charge employers five dollars an hour extra when a company hires police officer for security.

Companies that want to hire such officers for jobs such as tavern security -- a common second job for police officers in places such as Broad Ripple -- would pay the city, which would pay the officers at a set rate per hour.

Officers not in uniform or using city assets would be free to work off-duty jobs without oversight.
Hunter said the proposal already has caused a controversy among officers. He said bars and other employers will downsize their security forces, causing on-duty officers to receive more police runs to those places.

"The proposal takes away money from the officers," Hunter said. "We may need something to offset costs, but the way this is written will decrease public safety."
